Rowing boats and paddlers require no license to operate and anyone can take one for a quick spin up the river. Tallinn may be a capital city but you'd be surprised how quickly you'll find yourself surrounded by wilderness.

Got sea legs but no sea boat? Got a craving for the sea wind but no sails? Got a beard but no parrot? Fear not, young seafarer! Well okay, we can't exactly let you have a sailing boat (and we most certainly wouldn't recommend you commandeer one) but we CAN recommend boat rental on the Pirita river.
