Best is very subjective and will depend upon your taste. As Beatrice says below people have a personal favourite.
In addition to Marcolini, Patrick Roger (on Place Sablon close to Marcolni) is in the same end of the market - even a bit more expensive. The art of the creations are as important as the taste.
My personal favourite is Galler - I prefer milk chocolate which is not too sweet but is creamy. Or Mary (chocolatier to the Place)which makes, for me, the best gingembrettes
Most chocolate brands are Big chains. You can also go artisanal with lots of little one man or woman shops, often in local areas.
All will be happy to let you taste so you can determine what you like the best.

It depends on the budget you want to spend.
Cheapest, but still very good, is Leonidas.
Most expensive is Marcolini. It is my personal favourite for the delicate chocolates and fine flavours. Smaller chocolates too, better for a fine degustation. And the packaging is very posh.
Otherwise, turn to Neuhaus, Corné or Godiva, all good values too.

I fear you will be amazed by the price asked for "the best chocolate" ... Go for Leonidas, very affordable and tasty ! And maybe have a visit of the Belgian Chocolate Village in Koekelberg, the chocolate museum, easily reachable by the metro. And as you are then near the 'Basiliek', why not have a visit of the 6th largest church of the world as well ?
