There are Divvy (rental bikes) throughout the city. However due to traffic ect. I would not recommend them downtown. I have seen Bike tours conducted in the Michigan Ave "Miracle Mile" area, which also sits close to the Lakeshore. The lakeshore has a nice big bike path so I assume that they utilize that as well. However when its nice even that path is very busy in the downtown loop area.

Yes. In addition to the city bike rentals (Divvy) there are bike tour companies. Bobby’s Bike Hike offers a variety of tours that start near Navy Pier.

Depends on how far you can ride and your comfort level with city bike riding! In the spring/summer it’s great to ride the bike front path, you can ride about 30 miles from north to south chicago. And the park district is busy creating separate bike and pedestrian sections of the bike path which will make it even easier. If you want to tour the various neighborhoods however it’s not that easy unless you have bike messenger level confidence to ride the city streets. Chicago is getting more bike lanes but they’re still not ubiquitous and so for me, venturing off the lakefront bike path is a rare and scary adventure.

It is possible to rent a bicycle and then tour parts of the city. It's easy to go through the downtown and Michigan Avenue areas, as well as the near north, south and west sides. Beyond that it's not as simple because not all areas have marked bicycle lanes and/or are too far to make the journey worthwhile. For example, you might want to see Brookfield Zoo but it isn't efficient to bicycle there unless you are staying in the area.

Yes, its possible. You can rent Divvy - it's a rent per hour type bicycles.
