You can go to the T-Mobile on the Magnificent Mile (700 N Michigan Ave) and purchase a SIM card with service for the United States. It will cost about $30. You’ll be able to call, text, and use the internet on your phone while you’re here in a Chicago. I am fairly certain that this will provide you with a hotspot for a device as well.

I second Barbara's answer of using businesses rather than the city. You can get WiFi from Starbucks or McDonald's, just to name a couple.
For more continuous coverage, you could always purchase a mobile hotspot that you can use with your mobile phone. These can be purchased at Best Buy or mobile phone store (AT&T, Verizon, Sprint, T-Mobile, etc.)

No citywide hotspot, but there is free wifi in and near City facilities throughout Chicago, like the Cultural Center (78 E. Washington), Daley Plaza (50 W. Washington), and Millennium Park (55 N. Michigan).

Better yet, Starbucks are on practically every corner and you can use them for free wifi.
