Mayfair and moderate aren't spoken in the same sentence. I don't like Fortnum & Mason tea since it's very expensive and not intimate. I'd go to https://afternoontea.co.uk/uk/london/mayfair/ and see what looks good to you and suits your budget. My experience with afternoon tea is that over the years it's become less luxurious and more expensive. So now I go for the atmosphere, comfort, choice, decent price - it's a lot of money for a few little sandwiches and tiny cakes. If I were on holiday, first time in London and wanting the real thing, I'd splurge on a fancy but intimate hotel experience like the Dorchester or Claridges and I really want to try the Langham (£110 for two!!) one day.

Hah! there is no such thing - just bite the bullet and pay up!
You're not going to do it every day.

If you must stay around Mayfair, then one of the best I suppose is Fortnum & Mason fortnumandmason.com, or The Cafe Royal hotelcaferoyal.com.
Or cheaper - The Wolseley thewolseley.com, the Senate Room of the RA royalacademy.org.uk, or Ham Yard Hotel hamyardhotel.com.

Out of that lot, I'd go for The Wolseley if you're really looking for 'moderate'..

Personally though, I'd walk up to Holles Street and take the 55 bus to Zetter's Townhouse - a far better plan! thezettertownhouse.com
