DRESS in Winter at UK, inside places

Please, I would like to know if is it possible to use dresses and skirts with pantyhose, or is it always very cold inside the places? I need to know, in order to pack right.
I'm from Brazil and will be at London from Dec 30 through Jan 05, and at Bournemouth from Jan through March.
I'd appreciate if you'd help me, thank you!

if you're used to being warm, the uk will feel very cold. it's damp and chilly in the winter and it may rain and be windy. for me, i find many places to not be heated enough indoors (i spend winters in toronto where heating is much better). i agree - LAYERS. a top, a sweater and a coat or warm jacket. although pantyhose may be ok, i'd also advise heavier tights for the very chilly days - bring one pair. also warm waterproof boots for walking. it's not VERY cold here in the winter but the dampness can make it feel colder. for indoors at home, you will need warm slippers or some heavy socks and perhaps a thicker cardigan or wrap. if all else fails, buy a hot water bottle - i love mine in the cold evenings.

During the winter months it can be very cold and warm clothing is a must. However it’s best to wear layers as inside shops etc will be toasty warm.

Yes you can wear skirt or dress with pantyhose. But do wear a heavy jacket otherwise the wind might kill you. Don't forget to bring beanie, scarf, gloves and an umbrella since it's raining almost everyday in uk
