Totdat it is raining. Me and met girfriend are traveling on a budget. So are there Amy free of low budget indoor things to do in moscow?

Well, Moscow is blessed with a large number of huge shopping malls. Even if you are not there for the shopping it is a good place to hang out and do some people watching if the weather outside is not accommodating.
You can also buy an inexpensive ticket for the new commuter train line MCR which is over ground. It will take you all around the city in a large circle just outside the city center.
Go to a book store like Biblio Globus near Lubyanka where they have a decent selection of English books. Sit down and read (without buying) and let the hours pass until the rain outside has stopped. From there on since you are right in the city center it will be easy to move on to other activities. If you get bored by the books try Detski Mir nearby. This huge children's store provides shelter for the rain inside with plenty to look at + a free view platform at the top of the building.
Check out meetup.com or coachsurfing for social gatherings which would usually take place in cheap venues so the total costs of participation would be the price of a beer or a cup of coffee.

Hello, dear friends:)
If you are art fans, I would suggest you to visit Vinzavod (4th Siromyatnicheskiy sidestreet 1/8), most of the exhibitions there are totally free, moreover there are some cozy cafes and giftshops.
Also you could visit the GUM (State Department Store, right next to the Red Square) and taste the famous soviet ice-cream:)
You can go to the movies, or a cozy bar/restaurant

You can explore Moscow metro - it's actually one of the biggest landmarks which can be viited at the price of 0,5$ per ride. Or Space Museum - 3,5$ (right behind VDNH metro station)

On a rainy day you can go throw some axes in Lesoryb axe club, preaty close to the city center

There are many great museums in Moscow and the entrance fee is very inexpensive. Most are 250 - 400 rubles ( $5-7).

I am also traveler in the hotel room on a cold and rainy day.

Message for Russians: Entrance fee of 10-12 Euro is not 'budget for many travelers. We don't consider Moscow innexpensive, especially if it is for a couple, paying from one packet.

If in Moscow longer, ticket for 20 or more rides is a good deal

explore Metro station. you can stay inside 'all day' if you don't come up. when you are done, you can arrive at the same stTion you have started.

Also, consider department stores. Interesting one is centralny children magazine/department store by Kitai Gorod metro station. nice free toilets, 6floors of amazing displays and if you take stairs higher to the roof, you get free look out on Moscow.

Another option for you to go to the Library :). The one that is called Russian state library on Biblioteka imeni Lenina Metro station. Registration as a reader is free and takes like 10 minutes. You only need your passport with you. the 2nd entrance
1) The library is the 5th large in the World. and boasts 42 million pieces of information including maps, discs, old books and many more
2) you May explore Pashkov house inside as a reader for free
3)they have nice and cheap cafe and canteen
4) the views of Kremlin are truly spectacular from the windows of the library
