Yes! The boarders are open but because of “illegal” refugees the police controls travelers randomly. And it’s required by law to have an ID on you.

Even EU citizens need an ID anywhere they go. For going to Austria from Germany you won't be checked, but there are sometimes long waiting times at the German border when you go back there from Austria, including passport and visa checks.

Even though I go there with a tour program? Perhaps I shouldn't go there then. Hahaha..
no matter who you go with, in the EU as in China you are always required to have an ID on you, as a non-EU citizen this has to be your passport with a valid Schengen visa. not that heavy to carry and you'll save yourself and the rest of the tour group a lot of time and anger if they hold you at the border for not having an ID.

I have a French ID card, not being French nationality. I want to go to Austria but I'm worried I would not be allowed to go there since I don't have a passport. :(
If it is a carte de séjour... It has no validity outside France. If you are European you can show an ID (passport or ID card) If you are not a European but you have a visa valid in the Schengen area you need to show an ID and your visa. If you are not in any of these cases I would not cross the border you might get controlled and get into trouble
