Depending what time of year you are coming, and where you are staying, here are few ideas:

Eataly Rooftop - Birreria - would be my top recommendation
The Wythe Hotel in Willamsburg has a cool rooftop bar/dining
another in Red Hook called Alma - a mexican restaurant

As some others have highlighted there aren’t a ton of perfect rooftop dining experiences but there are a few nice ones. Most public rooftops are connected to hotels and used for lounges / bars. Some with amazing views but doesn’t sound like what you’re looking for.

One of the best options for a family five with a child/ young adult would be Serra by Birrera which is Eataly’s rooftop. It’s framily friendly and a very pretty spot with great food in the heart of flatiron.

If you’re after an amazing view, I’d also recommend checking out the famous River Cafe in the Brooklyn waterfront overlooking the east river and manhattan. Also the newer Pilot which is an oyster bar on a docked vintage on the Brooklyn waterfront and next door is Fornino at Pier 6 for a causal picnic table pizza spot on a rooftop with amazing views of manhattan.

Rooftop dining, in general, in NYC, is a gigantic ripoff. If you’re looking for a view of the city, go to the observation deck at 30 Rockefeller Center and eat somewhere else. Go at sunset to see the city in its best light and enjoy watching the sky get darker and the city light up.
