I am supposed to close on the sale of my Florida home on 4/30/2020 and move to New York State (50 miles north of Midtown Manhattan). Under the new 'lockdown' provisions announced today (3/20), can I still make the move and (a) drive myself?my wife to NY then and (b) will i be allowed to have a moving company bring my furniture and household effects (all between 5/1 and 5/11

You will be fine. They are no stopping people from driving. I was out driving today and it’s normal. A little less traffic but fine

Yes you can still drive. There are not preventing people from driving. I was out all day in westchester and it was fine

At the moment, only essential services are not subject to this, which per EO 202.6 is the following: Any essential business or entity providing essential services or functions shall not be subject to the in-person restrictions. This includes essential health care operations including research and laboratory services; essential infrastructure including utilities, telecommunication, airports and transportation infrastructure; essential manufacturing, including food processing and pharmaceuticals; essential retail including grocery stores and pharmacies; essential services including trash collection, mail, and shipping services; news media; banks and related financial institutions; providers of basic necessities to economically disadvantaged populations; construction; vendors of essential services necessary to maintain the safety, sanitation and essential operations of residences or other essential businesses; vendors that provide essential services or products, including logistics and technology support, child care and services needed to ensure the continuing operation of government agencies and provide for the health, safety and welfare of the public.

I think you have a legitimate question! At the moment no one knows what will happen next week, let alone in 6 weeks. If I were in your situation, I would continue with my planning, make sure that your movers are a well known reliable company, that in the eventuality that plans need to be changed when you are on your way already, they could store the furnitures. At the moment New York state requires people to stay home, unless they are part of essential services, and people that have an emergency and important reason to go out. Check with the New York State online information, that updates constantly the instructions. I am sure they probably have a number to call.
Another question is that even if NYS will not object to your move, remains the question if you are moving to a house or a condominium, where the board of the building might decide to suspend movings in and out for health reasons!

I suggest your get in touch with the local State office in the area you're moving to. If your moving to a city, try their web site or call the local City Hall. Your realtor should be able to answer your questions. So should your moving company. But laws are changing rapidly.

You shouldn’t have that much of an issue, if it is outside of the city.
