Well , no one charges you to visit beaches/coastal areas in Oslo.

You can take a ferry from the harbor in front of "Rådhuset" to Islands in the fjord. You can also take ferry or bus to Bygdøy, where Huk is a nice area to go swimming: http://www.oslofjorden.com/badesteder/oslo/huk.html.

Oslo offers 2 beaches in the city center. Vippetangen close to the Opera, and at Tjuvholmen. Another option is to take a ferry to one of the islands 15 minutes from Rådhuskaia. The ferry is a part of the local transport system and you can use the same tickets as on buses and the subway. If you want to swim in warmer water than the sea, take the subway to Songsvann - a beautiful lake in the woods.
