Local markets all depend on where you're going to be staying.

But all of the regular food markets are open during their regular days and hours throughout the year. They don't shut down for a given season. There are a lot less stands open in the summer months, during the holidays, but they're all open.

Google : "Food markets in Paris" for lots of links and choices. They should all be open.

Bon appetit !

Hey Ida, not so many fleamarkets (temporary) are open in Feb.

But you can go to the huge fleamarket Les Puces de Saint-Ouen (North Paris) -> always open and amazing things to find there. Once you are done in Les Puces, have a warm drink in La Recyclerie, an old railway station transformed into a cute (but a bit expensive) hipster place : http://www.larecyclerie.com/ (beware of pickpockets inside and outside the place).
For the food markets, you should go to the organic food market of Batignolles (Paris 17th arrondissement) every saturday morning : passionated people selling their own products! Lovely!

Check out:
- Le Food Market on Thursdays at Belleville https://www.facebook.com/lefoodmarketparis/
- Marché des Enfants Rouges in Le Marais (food)
- Marché aux Puces flea market at Porte de Clignancourt on weekends

They are not closed during winter; the opening times on Google are usually accurate.
