Haha i accidentally made this question. Basically I just want to hang out with some dogs. I was thinking of volunteering at the S.P.A. but not entirely sure how to get involved and since I have class on the weekdays and they are closed on the weekends I'm not sure if I can..

I've seen people walking lots of dogs at "Jardin du Carrusel" by the Louvre... maybe you can ask them directly ;)

I also see a lot of dogs everywhere but I have been told that its not as acceptable in France to ask to pet people's dogs as it is in other places, such as in America

Well... it all depends on your attitude ;)
A simple "Bonjour" + smile + some more body language would do.

If you speak some French of course you can just be honest and ask. People are very friendly in Paris if they are approached with respect and courtesy. ;)
