I agree with Arnaud, you should order a small amount of euros and use a credit or debit card that waives the exchange rate fee (typically around 3%). Make sure it is a universal brand like Visa, which is the most common.

The exchange rate constantly changes by the day, hour, and sometimes even the minute. You should go to your local bank to inquire on ordering some foreign currency and they will let you know the rate or fees (if any). Otherwise, you can research to find out if there is a foreign currency exchange within your vicinity.

Hello Tersa. I f you have a credit card, the best rate you will have is by paying with credit card. But becarefull as most stores, shops, ... in France ,mainly take Visa or Mastercard. As for change, best rates will be founf in banks and not change offices.
