Hi Jill,
it depends very much on what "best" means to you...
Best "real life parisian"? - 5th, 14th, 15th arrondissements
Best "parisian touristic historical"? - 1st, 4th, 6th, 18th (Montmartre side) arrondissements
Best "posh parisian"? - 7h, 8th, 16th arrondissmements
Best "groovy parisian"? - 2nd, 3rd, 10th, 11th, 12th arrondissement
Best "ethnic parisian"? - 13th, 18th (la Goutte d'Or side), 19th, 20th arrondissements
Best "bourgeois parisian"? 9th arrondissement.
Of course this is not an exclusive list but at least it could give you a better idea of the different characters you might find there.

Hi Jill,

I would also recommend the 5th Arr. or the 6th... I like the area near the Saint Germain de Pres chuch, it is very French, lot's of cafes and old streets, but not as busy and crowded as the Latin Quarter near the river (between Blvd. Saint Michel & Rue Saint Jacques).
Le Marais is also pretty cool, so 4th Arr, and also 3rd.

Jill you should definitely stay in the 5th arrondissement it is close to many sights and it's the oldest part of Paris. It's really close to metro and bus stations so it is really convienent! They have amazing food in that area too!
