We'll be landing at 9pm local time, and will want to grab some food somewhere on our first night (ideally something quaint and charming that we will like) but that won't be a hassle and we'll be able to get out of there by midnight to get some sleep

Very central... just some blocks away from the RER B at Chatelet-Les Halles is "La Taverne De Maître Kanter" or "La Taverne Karlsbrau" (16 rue de la Coquillière 75001)... open all night long, it is pretty fast and the area is very nice if you would like to go for a drink somewhere else after. ;)

Almost everywhere in Paris. Depend where is your hotel.
Try at Republique or Bastille or even Nation.
Don't know so much west side of Paris. But can get what you want there as well.
