Both the seasons are great in Prague. I am in Prague from past 1 and half year and it's been beautiful in all the seasons. Winter was strong last season, many locals were surprised as well with such heavy snow after long and you can't walk much with it. So if you want to have a festive feel visit in Spring, with a lot of local events happening every week and if you would prefer less crowd and nice views winter would be good, if it snows like the last season it would great.

I definitely recommend spring, winter can be sometimes cold and depressive (if we don´t get some snow:-)
If you don't mind possibly some very cold days, winter is free from crowds. Spring is very nice, but comes late. The lilacs bloom during the first week of May, for example. Both seasons are beautiful in Prague, it depends what you prefer more - walk in sunny Prague with beer or take a warm tea in cold days in cafés...
