Hotel Bern is located on the edge of the old town, just a two minute walk away from the main pedestrian street (Viru). The staff are always very welcoming and the rooms clean and tidy. The breakfast included in the room price lives up to its name - very decent selection of cheeses, cold meats, cereals,z etc.
