There's no place quite as legendary for a good cake as Tartu's historic café Werner, but Mandel does offer some very tough competition. It looks like a countryside home, a visit to your grandparents – with cake and coffee already waiting. The pastries vary every day and also feature a few gluten and dairy free options.

The location is not quite central, so you have a good excuse to wander off from the main streets and into a quiet little part of town (of course, as idyllic as ever) to find this gem.
The café takes a break between 11 and 16 in the afternoon to restock, so make sure to get your cake fix before or after that.
