Uppsala offers a wide variety of cuisines in different poshness and price levels. In the summer most restaurants and cafés have outdoor seating, and on sunny days they fill quickly.
On a shoestring budget, stock up at the local grocery store (COOP, Willys, ICA or Sivia Matcenter are your best bets) and have a picnic in one of the parks, just like a local!

Low budget: Nothing is really cheap in Sweden, but lunches are often good value, especially the buffé ones. The city is full of cafés where you can buy sandwiches and drink as much coffee, tea or water as you like. The least expensive restaurant in Uppsala is IKEA's.
Average budget: You have many places to choose between. Pizza is everywhere. Indian, Thai, Oriental, Sushi and Chinese are abundant and usually very affordable. Golden China is wonderful! There are bars and pubs that serve reasonably priced food. Stationen has a wide variety of options for anything from breakfast, lunch, afternoon tea to dinner.
High end: Don't miss out on Dryck! They start with some interesting wines and compose a menu to pair the wines and they're always spot on!
